What happened
- The Privacy Commissioner of Canada announced on 27 Oct an investigation into Navigate360, which runs the tip management platform used by Canadian Crime Stoppers chapters, to examine “the security safeguards that Navigate360 had in place at the time of the breach.” This is an update on a breach first reported in Jun 2026; the materially new elements are the regulator investigation, a CBC report on 21 Oct that 1.5 million tips over 25 years were exposed (per CP24), and Toronto Crime Stoppers’ figure of 176,859 tips (2022 to 2025), 12,392 of which may contain personal information (Global News).
- Root cause: per Toronto Crime Stoppers (CP24), “The hackers used a stolen customer account’s log in to access the software”; Navigate360 said a third party accessed one of its systems and copied data between 21 Nov 2025 and 5 Mar 2026, and that it became aware on 18 Mar (Global News).
- No attacker named.
- Navigate360 said on 23 Oct it had “no evidence of misuse of any personal information for fraud or identity theft”; Toronto police and several other forces in Ontario and Manitoba paused Crime Stoppers tips, and the OPC noted PIPEDA generally does not apply to not-for-profits such as Crime Stoppers.
