What happened

  • Kyodo reported that Saitama Prefectural Police said on 19 Oct that names, affiliations and private emails of about 13,000 officers and staff in its disaster safety-confirmation system may have leaked after unauthorized access at Arcadia (Minoh, Osaka), the contractor operating it; on 21 Oct the NPA told Kyodo 22 forces were affected, about 125,000 records from 20 forces using the service and about 16,000 residents’ crime-alert emails in 4 prefectures.
  • Root cause: not disclosed beyond unauthorized access to Arcadia; Arcadia emailed police on 13 Oct (Tochigi suspended the system that day).
  • No attacker named.
  • No misuse or leak of investigative information confirmed; NPA said it is verifying the facts. Sources conflict on Kanagawa: News On Japan (citing TBS) says about 16,000 Kanagawa police employees may be affected, while Kyodo’s 16,000 figure refers to residents in four prefectures.
